The logic is that the tax agency already receives your invoicing almost in real time, so both the informative summaries and the Verifactu controls become redundant. For a freelancer or a small SL the normal situation is not being in the SII and following the standard circuit of quarterly returns and annual summaries such as form 347.
In a small business, joining the SII is usually the side effect of another decision. The most common case is signing up for REDEME to get VAT refunds every month instead of waiting until the end of the year: once you are in that register, the SII becomes mandatory. The typical mistake is asking for monthly refunds with only cash flow in mind, and then finding out that every invoice has to be reported within a few days, with software built for it and a daily recording routine.
The SII replaces the traditional libros registro de IVA, because those books are kept directly on the tax agency's portal. Periodic VAT returns are still filed, and Verifactu is the system that applies to everyone outside the SII. kontora is built for that standard circuit: Verifactu invoicing, double-entry bookkeeping and returns prepared box by box with deadline reminders.
